We place a high priority on the health and well-being of our employees as we do on safety. Therefore, in addition to our active health and safety management system, which is based on the ISO45001 (Occupational health and safety management systems – Requirements with guidance for use), we also continue to introduce a number of safety trainings and health initiatives for employees and contractors, which are showing an increasingly positive effect. In recent years, we have recorded satisfactory industrial safety results, with our Accident Frequency Rate (AFR) being maintained at relatively low levels.
Occupational Safety and Health (OSH) Management System
We have developed a proactive and comprehensive OSH management system to guide and monitor the OSH performance in a systematic way, which is based on the ISO45001 (Occupational health and safety management systems – Requirements with guidance for use). Compliance audit is performed regularly to ensure the integrity of system. In 2019, Towngas has become one of the first city gas companies in Asia to achieve ISO 45001:2018 certification in whole operations. Apart from international standard, we fulfill the legislative requirement of Factories and Industrial Undertakings (Safety Management) Regulation to put required safety elements into practice and undergo compliance annually. Furthermore, we are the first Public Utility in Hong Kong achieving International Safe Workplace Programme (ISWP) in 2011 and successfully recertified in 2019. Besides, we have signed the “Charter on Preferential Appointment of OSH Star Enterprise” and “Joyful@Healthy Workplace Charter” and “Safety Charter” with Occupational Safety and Health Council.

Towngas’ leader set directions and strongly commit in Health and Safety. Managing Director has endorsed and approved a
Corporate Health, Safety and Environment Policy to set objectives. Also, an independent and comprehensive organizational structure in OSH Management was established. Besides, Managing Director and Executive Committee Members act as a role model by participating and practicing OSH programme proactively, such as Pay for Safety, Health, Environment & Quality Scheme, Senior Management HSE Inspection Programme and others.
Risk and Opportunity
A comprehensive and effective mechanism can coordinate activities to direct and control an organization with regard to risk and opportunity. Towngas risk and opportunity management mechanism was developed based on ISO31000 (Risk Management – Guidelines) to provide framework and guidance for both strategic and operational levels. Communication and Consultation is conducted to all levels of workers to ensure penetration.
OSH Innovation
“Growth = Innovation x Implementation” (G=IxI) is one of our management themes aims to improve OSH performance by applying a high hierarchy of control, such as engineering approach, to reduce the risk at source. Successful projects such as, Towngas Smart Warehouse, LAPAROBOT, Lorry tail-lift LED automatic warning system, Riser inspector and others, are in place. Furthermore, innovative OSH programme and activities are also provided to colleagues for enhancing OSH awareness.
Training and Promotion

OSH knowledge and awareness can be successfully enhanced by training and promotion, we organised a variety of training, programme and activities to promote OSH culture. OSH e-training platform and mentoring programme is in place to provide learning opportunity and support to new comers. Practical firefighting training is organized for our Emergency Rescue Team. HSE Resource Centre has been established to provide colleagues and contractors with the latest OSH information and experiential training. Promotion programmes and activities such as HSE Day, HSE Walk, HSE Quiz, Quarterly OSH Promotion Campaign, HSE Bulletin & Newsletter, HSE Reporting Channels and others, are conducted regularly.
Crisis Management

- To deal with a disruptive and unexpected event that threatens to harm the organization, crisis management is vital. Crisis Management dealing with gas, industrial, infectious disease and other incidents, is fully implemented. Collaboration with the Government Departments in drills and exercises is included, such as Fire Services Department, Hong Kong Police Force, Electrical and Mechanical Services Department and others. Corporate Crisis Table-Top Exercise is conducted regularly to refresh the crisis handling skills of management and reaction of Emergency Response Team. In the exercise, media and observers are invited to provide comments and opinions for continual improvement.

Contractor Management

- Contractor is an integral part of Towngas. All contractors shall comply with relevant laws and regulatory requirements to ensuring safety and health of workers. OSH performance of contractors is monitored and reported regularly. Contractor OSH Programme and mass safety communication are organised to provide latest OSH information, best OSH practices and others to contractors for continually improvement. Moreover, communication and consultation is conducted. To encourage contractors achieving outstanding OSH performance, Pay for Safety, Health, Environment and Quality System is in place. Besides, innovative tools and equipment are introduced to contractors for OSH and quality enhancement.
