The Group strengthens the reliability and flexibility of its energy systems by integrating conventional energy and new energy, thereby reducing reliance on any single energy source, enhancing resilience against climate change and geopolitical risks, and supporting long-term sustainable development.
In Hong Kong, we maintain a reliable energy supply through efficient maintenance and emergency response systems, a dual-feedstock system, and auxiliary facilities that enhance gas production capacity. At the same time, we diversify fuel sources to ensure a stable gas supply across varying market environments.
On the Chinese mainland, the Group coordinates gas procurement across all businesses in order to achieve synergy. Through a three-pronged approach of procurement, transmission and distribution, and storage, we optimise the Group’s gas resource structure and adopt a multi-source strategy in order to ensure stable supply, enhance peak-shaving capacity, and improve operational efficiency.
The Group continues to refine its gas source supply chain layout. Our medium-to-long-term sale and purchase agreements with major state-owned oil enterprises and PipeChina have been fully implemented, and long-term international LNG import agreements have also been secured, securing stable sources of natural gas supply. At the same time, through strengthening gas infrastructure in strategic locations to increase storage capacity, we are further building a resilient natural gas supply system.
The Group adheres to the principles of design and engineering excellence to ensure that facilities meet the highest safety standards. Through innovative technologies, we employ advanced systems for round-the-clock monitoring of equipment condition to maintain high standards of asset integrity, ensuring a secure and reliable energy supply. The Group also continues to conduct safety inspections of gas pipelines and facilities, and invests substantial resources in replacing the ageing pipeline network to prevent gas leakage risks, ensuring a stable and reliable gas supply system.
Towngas has a robust Group Crisis Management Plan (GCMP) in place to outline management roles and responsibilities, response procedures and processes, crisis classification, communication protocols with external stakeholders such as media, affected customers and political parties, and investigation procedures. The GCMP has a three-tiered approach to ensure high levels of preparedness to respond to and recover from an emergency situation in a timely and effective manner, while ensuring disruptions to the public are kept to a minimum.
To continuously enhance crisis response capabilities and safeguard public safety, the Group conducts multiple crisis management exercises every year and continuously optimises emergency procedures and coordination mechanisms based on exercise results. We also regularly conduct group-level crisis management table-top drills for the management team to ensure a rapid response in the event of a crisis, safeguarding public safety and business continuity.
