(16 September 2026) The Chief Executive today announced the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030) (Hong Kong’s First Five-Year Plan) and delivered The Chief Executive’s 2026 Policy Address (Policy Address). The Hong Kong and China Gas Company Limited (Towngas) responded as follows:
Towngas fully supports the formulation of the first Five-Year Plan by the HKSAR Government under the leadership of the Chief Executive, which actively aligns with the National 15th Five-Year Plan to establish a clear blueprint for the city’s medium- to long-term development, whilst continuing to drive the development of the local green energy industry in the Policy Address.
With the Northern Metropolis now in full swing of construction, Towngas has undertaken forward-looking planning to support the expansion of new development areas and meet the gas consumption demand of the future new population. Towngas is constructing an underground gas pipeline network for gas supply across the Northern Metropolis, delivering safe and reliable low-carbon energy to meet future needs.
The Policy Address proposes piloting common utility tunnels in new development areas such as the Northern Metropolis and Tung Chung to centrally accommodate suitable public utilities. Towngas is pleased to see the implementation of common utility tunnels, which will significantly improve the maintenance efficiency of public utility infrastructure and enhance the overall safety and resilience of the underground network, delivering substantial social value. The Group will actively collaborate with the Government to advance these projects practically and effectively.
In terms of developing an international aviation hub, the HKSAR Government proposed planning the city’s first sustainable aviation fuel (SAF) blending facility, completing studies by 2028 on establishing a mandatory SAF consumption ratio mechanism and setting up a green energy certification system, with the target of achieving a 1% to 3% SAF consumption ratio for flights departing from Hong Kong International Airport by 2030. Towngas fully supports these policy initiatives and will make every effort to support and participate in building a world-class SAF industrial cluster, actively fostering the development of new energy sectors for the aviation industry and reinforcing Hong Kong’s status as an international aviation hub.
Regarding the development of an international maritime centre, Hong Kong’s First Five-Year Plan stipulates that 7% of green maritime fuels will be used by Hong Kong-registered vessels by 2030, and supports the industry in developing a green maritime fuel trading platform. Towngas supports these measures, believing they will provide solid policy backing for driving Hong Kong to become a world-leading green maritime fuel bunkering and trading centre. Earlier this year, Towngas helped Hong Kong accomplish its first green methanol simultaneous bunkering and cargo operations (SIMOPS). Going forward, through constructing a green methanol production base in the Greater Bay Area, it will support Hong Kong in consolidating its position as an international maritime centre and green maritime fuel hub.
On the hydrogen energy front, both Hong Kong’s First Five-Year Plan and the Policy Address propose establishing standards and certification systems for green and low-carbon hydrogen. As highlighted in the Policy Address, the Electrical and Mechanical Services Department (EMSD) is participating in the drafting of Guobiao (GB) standards for hydrogen and establishing an internationally aligned “Green Hydrogen Standard Certification Scheme”. Towngas has been actively participating in the relevant work to promote the mutual alignment of hydrogen standards and certifications between the mainland and Hong Kong, and will continue driving diverse low-carbon applications of hydrogen across scenarios such as vehicle fuel and power generation at construction sites, contributing to the low-carbon transition of the transport and construction sectors.
Furthermore, Towngas welcomes the proactive support measures outlined in Hong Kong’s First Five-Year Plan and the Policy Address for industry development, including talent development, the artificial intelligence industry, and computing infrastructure. The Group will deepen collaboration with tertiary institutions and scientific research institutes to nurture local energy, innovation and technology talent; advance the deep integration of energy and technology, empowering the decarbonisation of the energy industry; and leverage policy tailwinds to expand green energy operations, deepening cross-sector and cross-regional cooperation to advance Hong Kong’s development into an international innovation and technology centre and an international green tech hub.
As an integrated clean energy provider with a strategic presence across “sea, land, and air” domains, Towngas will capitalise on opportunities in the green energy sector and fully support the development of the Northern Metropolis, contributing towards the country’s dual carbon goals and Hong Kong’s target of achieving carbon neutrality before 2050.
