(17 September 2026) A premier gathering in the global energy calendar, the IGU 2026 Council Meeting and “Empowering a Sustainable Future” Summit will take place in Hong Kong in late October this year. Hosted by The Hong Kong and China Gas Company Limited (Towngas), the event will bring together energy industry leaders, senior officials, and distinguished scholars representing 70 countries and regions worldwide. Culminating on the final day, the “Empowering a Sustainable Future” Summit will focus on four core themes, driving pivotal discussions on global energy security, the green and low-emission transition, and equitable, sustainable, and actionable pathways forward. 

The four-day programme will conclude with the “Empowering a Sustainable Future” Summit on 29 October. Mr Tse Chin-wan, Secretary for Environment and Ecology; Mr Arthur Lee Hok-yin, Deputy Director of Electrical and Mechanical Services; and Madam Li Yalan, Immediate Past President of IGU, among others, will attend and deliver keynote speeches. The panel line-up features international energy organisations as well as prominent representatives from energy corporations, financial institutions, and academic bodies across the Chinese mainland, Hong Kong, the United States, Australia, Japan, Singapore, and Switzerland. 

The Summit will examine four overarching themes addressing current and future industry developments, energy transition pathways, and green financial support: 

Session 1: Asia Pacific: The Engine of Global Natural Gas Market Development
The Asia-Pacific region is one of the world’s fastest-growing markets for energy demand. This session will explore how high-density Asian cities can utilise natural gas networks, expand infrastructure, and establish resilient supply partnerships to counter geopolitical risks and price volatility, whilst supporting regional sustainability and consolidating the region’s position as the engine of global natural gas market development.

Session 2: China’s Natural Gas Market Development
Focusing on the current status and future outlook of China’s natural gas sector under the national “30-60” dual carbon goals, this session examines how the Chinese mainland, together with Hong Kong as a core city in the Greater Bay Area, can leverage an expanding national gas market and comprehensive industrial value chain. Discussions will highlight strategies to accelerate energy mix optimisation and low-carbon transition while safeguarding energy security.

Session 3: Strategic Roadmaps for Asia’s Energy Evolution
Taking policy frameworks, technological innovation, and regional cooperation as starting points, this session evaluates adoption trends for low-carbon energy solutions, including natural gas, solar power, hydrogen, green methanol, and sustainable aviation fuel (SAF). It will also examine how digital technologies, such as artificial intelligence and big data, empower energy modernisation. Drawing on insights from dense Asian urban environments, speakers will assess balanced pathways reconciling energy security, economic growth, and environmental stewardship.

Session 4: Finance as a Driver: Strengthening Support for Energy Development
This session examines how green finance and sustainable capital mechanisms can support natural gas infrastructure, energy  innovation, and the commercial application of low-carbon solutions. Speakers will explore how jurisdictions can leverage their distinct advantages to bridge international capital with regional energy market, ensuring stable, sustainable, and high-quality industry development.

Bringing together government delegates, energy executives, and academic experts from 70 countries and regions, the IGU 2026 Council Meeting and Summit will foster substantive dialogue on energy security, decarbonisation, and sustainable growth, facilitating cross-border collaboration and establishing a practical roadmap for the global energy community.
