ECO Environmental Investments Limited (ECO)ECO Environmental Investments Limited (ECO), formerly known as ECO Energy Company Limited (ECO Energy), is a subsidiary of Towngas serving as our eco-friendly energy arm to propel our future growth.



ECO's Business in Hong Kong

In Hong Kong, ECO operates LPG filling stations, develops landfill gas utilisation projects and constructs the permanent aviation fuel facility for the Hong Kong International Airport.

LPG Filling Stations
In 2000, ECO Energy was awarded a 21-year contract for the design, construction and operation of dedicated LPG filling stations, in support of the SAR Government’s initiative, to improve urban air quality. Today, ECO is operating five dedicated LPG filling stations in Chai Wan, West Kowloon, Mei Foo, Tuen Mun and Wan Chai, providing 18,000 taxis and 2,500 LPG minibuses in Hong Kong with 24-hour gas filling services.

Landfill Gas Utilisation
The Landfill Gas Utilisation Project at North East New Territories (NENT) Landfill, which commissioned in May 2007, transmits the treated landfill gas processed in the plant through pipelines to Tai Po Plant as a heating fuel to produce town gas. This project can make tremendous contribution to the environment as it reduces the emission of greenhouse gases and consumption of naphtha in the production of town gas.

Permanent Aviation Fuel Facility (PAFF)
In 2002, ECO signed a 40-year franchise agreement with the Hong Kong Airport Authority to design, construct and operate a Permanent Aviation Fuel Facility (PAFF) at Tuen Mun, supplying fuel for the aircrafts at Hong Kong International Airport (HKIA) through submarine pipelines. After the commissioning of PAFF, it will become the major logistics base for the supply of aviation fuel in Hong Kong.

ECO's Business in Mainland China
In line with the change in mainland China's energy policy and the Group's business strategy to expand mainland activities, ECO aims at developing eco-friendly energy business, including the exploration and utilisation of coalbed methane and natural gas, coal-based chemical projects, as well as eco-friendly vehicular fuels.

Liquefied Coalbed Methane (LCBM) Projects
In the wake of the rapid economic growth on the mainland, demand for energy is enormous. The search for alternative sources of energy becomes prominent as the China's energy structure has been adjusted. ECO built a sizeable liquefaction plant in Shanxi to liquefy coalbed methane. Phase I of the plant came on stream at the end of 2008 with a designed daily production rate of 250,000 cubic metres. This project is not only a milestone for the Company, but also a pioneering step for the industry, as it is the first of its kind on the mainland to utilise the energy such as CBM with great potential to satisfy the energy need for the gas markets.

Coal-based Chemical Projects
As supply of petroleum and natural gas in China is relatively insufficient, the country has to rely on the importation of resources, which accounts for 50% of the energy consumed, to satisfy the need for its rapid development. With abundant coal resources, the country can speed up the development of coal-based chemical technology and lay a foundation for long-term advancement of the petroleum substitution industry. The methanol produced from coal resources has a high economic value since it can be used as vehicular fuels and materials for manufacturing chemical products.

Vehicular Fuels
ECO has extended business into the mainland market by providing cleaner energy to the vehicles in China, further reducing emission and saving the energy resources. In 2006, ECO operated compressed natural gas (CNG) filling stations in Maanshan, Anhui province, providing quality gas filling services to vehicles. In 2008, CNG filling station in Xianyang, Shaanxi province was commissioned, supplying 40,000 square metre of CNG daily to substitute for diesel oil for heavy duty trucks.
